Its master plan should describe how to achieve and manage such a desired equilibrium. This project aims to do so from the understanding that a sustainable community must be defined through the negotiation between its grounds and its energetic potentials.

This progect proposes a continous and heterogeneous master plan composed of multiple but simultaneous intensive coherences.
The unity of this project, its continuity, is achieved through recombinations rather than through an established ideology. Its neither managed by constant hierarchies nor by a structural or modular system: such heterogeneity is achieved through the simultaneous coexistence of multiple negotiation processes.
Local relations are defined through unsettled hierarchies: the scale of values is circumstantial and contextual. These local relations establish different intensive coherence through simultaneous but individual, formal processes.
