- AN ALTERNATIVE MASTERPLAN FOR EIN HUD, ISRAEL
+Objectives and approach to the masterplan
Our planning, based on the cartography and on the information collected, covers a period of 20 years (2025) and estimates a demographic increase of Ein Hud community from 207 current inhabitants to 314, in addition to the floating population that could pour in subsequent to the masterplan realization.
The result of our study, shown in the graphical presentation, defines a possible solution to structure, in Ein Hud community, a process of improvement and achievement based on a new relationship between the community and its territory: from a precarious territory to a membership territory, properly extended, where the community owns its jurisdiction and maintains an active planning, realization and control of the following short-medium-long term strategic objectives:
∑ urban reorganization and extension of the village to improve people’s living conditions, their communication and their interpersonal relationships, to create public interest services and infrastructures which are necessary to the community development;
∑ organization of the “planning skill” to develop and achievement the community economy linked to agricultural activities and to territory resources;
∑ realization of a road link with north-western neighbouring villages and with the clearway to improve people’s and goods mobility.
Therefore, we have planned that Ein Hud community will be provided with a proper territory with a size of 336 dunams which permits a urban and agricultural development, together with the growth of commercial and tourist activities, linked to the promotion, valorization and marketing of agricultural products; moreover, we have planned a new road link among Ein Hud, neighbouring villages and the clearway with a short road sectasgarion in a northerly direction.
The urban reorganization has been oriented to achieve a urban system that favours people socialization; we have defined a town lay-out with pedestrian streets and squares, green spaces and public services between the current and future settlement; this lay-out offers to people the opportunity to meet, to listen, to observe and it favours the exchange and communication process; yet, this process could be eased by the creation of little shops such as bars, ateliers and by the presence of pedestrian areas to link services and people’s residence, after having confined and reduced motor vehicle traffic with the use of one way road; in case of need, pedestrian streets could be used for motor vehicle transit: removal, assistance with ambulance, etc.
New buildings for services of general interest such as city hall, schools, sanitary centre, multifunctional centre have been set in the urban rearrangement; the multifunctional centre is a sort of “laboratory of ideas” to manage the community planning, with particular care to the new economy that has to be developed and realized on the territory; moreover, it is meant as a coordination centre for the masterplan realization and to welcome cultural and artistic events. Besides, in the initial phase of the masterplan realization, the multifunctional centre could satisfy municipal and school administration requirements.
In the planning, we have considered the development opportunities connected to the territory, where Ein Hud community will be able to plan its realization:
ß agricultural development;
ß valorization, promotion and marketing of agricultural products to which a tourist development is linked.
Agriculture and tourism, supported by an efficient planning could be the bases of the new Ein Hud community economy; for this reason, we have scheduled a commercial-tourist centre to promote and sell agricultural products; they are infrastructures to package or transform and forwarding products and promote them through shops, places for tasting, fair events.
These activities can create a flux of people both from neighbouring centres and from the near coastal zone, by determining a receptive demand for which we have planned buildings to provide with hospitality and accommodation.
Masterplan realization
The masterplan defines “a growth route” of Ein Hud community to concretize the previous strategic objectives; the route is a real challenge that requires a solid collaboration and determination both of Ein Hud community and Israeli authorities to achieve its success; it is necessary that the masterplan is supported by an appropriate financial plan and by an efficient supervision activity; in this context, the contribution of the multifunctional centre will be significant, since it will study and develop the opportunities of a new economy and it will monitor the masterplan realization by overcoming any difficulty.
The start and the progressive realization of the masterplan require that the following priorities, interconnected among them, are financed and supervised during the short-medium term of 10 years.

The financial plan, adapted to expiries and priorities, will include both public financing and financing project that can bring motivations, private resources (investors) and easy access to the credit for Ein Hud community; surely, the best solution can be chosen by the stake holders sharing the masterplan.
